No, you do not need to have phpBB installed to use Zen Cart. In v1.3.x there was some code to act as a bridge allowing a visitor who is creating a Zen Cart account to use the same information to create a phpBB account on the phpBB installation that you specify, but that's entirely optional, and the programs are otherwise completely independent.
In newer versions of Zen Cart, you'll need to use an addon to supply bridging support if you wish to integrate phpBB with your storefront.
